Merge branch 'avatar-folder-perms' into 'nightly'

Display error if wrong perms on 'avatar' dir

If the 'avatar' folder isn't writeable, don't let users try to
upload/delete one (and fail). Instead, print an error message about
the misconfigured folder permission.
