46f98b3142 [VersionBump] 1.19.0, fairly late 
The core plugins whose version was attached to GS's were reseted to 2.0.0.

2.0.0 was chosen as reset version for plugins because it is higher than
  the one that was set by inheriting GS version. Furthermore, it's a
  major change from prior plugin versioning system thus it also makes
  semantic sense.

dc51354316 Merge branch 'readme-plugins' into 'nightly' 
Readme plugins

* Adds several plugin READMEs
  They are pretty basic, but it's a start.

* Changes status.net/wiki URLs to git.gnu.io
  The status.net wiki is dead.

04ad0838be Add spam-training, spam-reviewing rights 
Replaced the check for a moderator role in certain spam-training and
-reviewing points. Make sure modhelpers can check, too.

93172cc828 Initial version of ModHelper plugin, with basic functionality but the UI stripped out until it's easier to get it done. 
* users need to have 'modhelper' role manually added via userrole.php for now
* modhelper users can sandbox/unsandbox and silence/unsilence any user
** note that no new logging has been added for these moderator actions
* no user deletion for modhelpers
* probably no UserFlags special views for modhelpers
