[RFC 7231 §6.4.2](https://tools.ietf.org/html/rfc7231#section-6.4.2) states that 301 HTTP Code should forward POST requests to the Location URI.
But, it also states that:
> For historical reasons, a user agent MAY change the request method from POST to GET for the subsequent request.
This is the behavior implemented in almost all user agents.
However the `BrowserKit` did forward the method to the subsequent request.
This PR make the `BrowserKit` change the request method from POST to GET when the response status code is 301.

325da3c Code enhancement and cleanup
On 32-bit systems the cookie expiration value was not being calculated
correctly as it was being fetched as an integer. When the timestamp exceeded
the PHP_INT_MAX size it would return an invalid value, breaking the cookie
construction.
The BrowserKit cookie has now been updated to get the timestamp as a string
which works around this platform limitation.

Some unit tests have a `@covers` PHPUnit annotations. Most of them were added a very long time ago, but since then, we did not use them anymore and the existing ones are not maintained (see #16413). So, I propose to remove them all.
