Compiler passes are very powerfull, but also quite strange to work with. Especially when you just need a very simple compiler pass (like https://github.com/symfony-cmf/RoutingBundle/blob/master/DependencyInjection/Compiler/SetRouterPass.php). For 3 lines of code, you need to tweak your bundle class and create a new class.
When using the DI component standalone, compiler passes are even harder to work with, as DI extensions can't register them. I believe that's why libraries like Behat make their extensions compiler passes by default.
I think it would be very easy to just implement an interface and have a `compile` method for the simple compiler pass stuff. If a bundle needs multiple compiler passes or need compiler passes to be executed at other times in the compile process, a bundle can use the normal compiler passes. But if it's just one simple thing, like replacing a definition or getting services with a specific tag, I think this method will be very usefull.

This PR adds a way to define the priority of service decoration, so, the service with the highest priority will be applied first (the default priority is zero).

`Alias` already lowercase the `$id` in the constructor. Using `ContainerBuilder::hasAlias()` and `ContainerBuilder::hasDefinition()` inside the code makes an extra strtolower call.

Currently, only the `PhpDumper` is able to dump inlined service
configurators. Since Symfony applications dump the compiled container
in XML, inlined configurators will break this process.

If `router.request_context.host` is defined in `parameters.yml` and if this
key is used in `globals` section of twig bundle then the value registered in the
DIC/parameters is the default value (`localhost`).
It occurs because generall the framework bundle is defined before the twig
bundle. So after the first loop, the (user) value registered in the
`ContainerBuilder` is overridden by the default value of the framework bundle.
And so, when it comes the time to process twig bundle, the last one gets the
default value, and not the user value.
This patch force the merge of default value, but give an highest precedence of
user parameters for each extensions.

- Assertions that ->compile() resolves parameter bag.
- Asserton that ->getServiceIds() shows ids defined by set() after ids defined by get*Service() methods.
- Test that ->set() automatically calls synchronize*Service if defined. Updated associated fixtures in the ProjectServiceContainer class definition.
- Assertion that ->get() is case insensitive.
- Assertion that leaving an inner scope with active child scope, to an outer scope, deactivates/resets the child scope(s).
- Test that entering a child scope recursively resets the inner scope.
- Test that a scope can not be entered before it's added first.
- Test that a scope can not be entered before adding and entering the parent scope first (for non container scopes).
- Test for underscore().
Other changes:

Symfony\Component\DependencyInjection\Dumper\XmlDumper didn't write 'factory-class' XML attribute for definitions on which setFactoryClass() was called.
This caused the Container[Builder] to throw an exception when the relevant service is being requested/initiated after loading the dumped XML:
`Uncaught Exception Symfony\Component\DependencyInjection\Exception\RuntimeException: "Cannot create service "xxx" from factory method without a factory service or factory class." at /<path>/<to>/vendor/symfony/dependency-injection/Symfony/Component/DependencyInjection/ContainerBuilder.php`
Fixed the problem, and updated the relevant test fixture.
