This improves the exception message when you use a bad bundle name in the `_controller` syntax in a routing file. Here is the before and after of the message with this mistake (real bundle is `KnpUniversityBundle`):

```
Notice the before and after behavior is the same `InvalidArgumentException` (just a different message).

Catching the plain `InvalidArgumentException` from `Kernel::getBundles()` seems a bit "loose". Should we consider creating a new exception (e.g. `BundleDoesNotExistException`) that extends `InvalidArgumentException` and throw it from inside `Kernel::getBundles`? This would allow us to catch more precisely, and it seems like it would be BC.

This new command allows to set ACL directly from the command line. This useful to quickly set up an environment and for debugging / maintenance purpose.
This PR also includes a functional test system for the ACL component. As an example, it is used to test the `acl:set` command.
The provided entity class is not mandatory (tests will still be green without it) but can be useful to test other ACL related things. I can remove it if necessary.
The instantiation of the `MaskBuilder` object is done in a separate method to be easily overridable to use a custom one (e.g. the SonataAdmin one).

When getting an exception on env PROD it would be nice to have an email to report to.
Current code has [email] instead of a value.
I'm not sure how to fix this as the email value should come from exception.html.twig

This idea came to me while reading the Cookbook article [How to create a Console Command - Testing Commands](http://symfony.com/doc/master/cookbook/console/console_command.html#testing-commands) and I wanted to hear feedback from others before submitting a patch.
Basically the Cookbook article states that when testing a Command that extending `WebTestCase` is a good way to get access to the Kernel and thus the Container. This struck me as weird because I was wanting to test a Command, which doesn't really have anything to do with "the web."
Currently `WebTestCase` doesn't do anything internally that looks like web-specific work, and the class docblock itself states "WebTestCase is the base class for functional tests.".
After a suggestion in #7704 by @beberlei, I decided to take his advice and now have the following implementation:
Extracted a new class `KernelTestCase` from `WebTestCase` and instead allow WebTestCase to extend KernelTestCase. Pulled all methods up into KernelTestCase except `createClient()` because `createClient()` is focused solely on creating a Client for issuing web-based requests.
Benjamin's solution provides us a clear extension point from `KernelTestCase` for Command-based tests and also provides 100% backwards-compatibility without the need to deprecate WebTestCase.

WebTestCase: Assume relative KERNEL_DIR is relative to phpunit.xml[.dist]?
When using the `KERNEL_DIR` setting in phpunit.xml[.dist] files for the `WebTestCase`, a relative path seems to be interpreted relative to the cwd.
That makes no difference in the probably most common case of having the phpunit config in the project's top level directory and just running `phpunit`. It makes a difference however when running it from a lower level dir and referencing the config with `-c ../../phpunit.xml`.
A conservative change would be to interpret the `KERNEL_DIR` as relative to cwd and only try it as relative to the phpunit.xml[.dist] file if the first path does not exist.
A more consistent approach would be to always have it (in case of relative paths) being relative to the config file. That might break things for folks who intentionally start phpunit from different directories to use different kernels.
The docs seem not to say anything about how it is supposed to used, the example values provided suggest using an absolute path.
