In most PAAS solutions - Heroku for example - the Redis connection string is exposed as an environment variable like `REDIS_URL`. This PR adds support for those by allowing the following config;
```yml
framework:
cache:
default_redis_provider: "%env(REDIS_URL)%"
```
In the referenced issue there was some discussion about maybe a new config options like `default_redis_url`, but this makes it hard to check in the extension for the case that an user configured a custom _default_redis_provider_ and also has configured the default url.

It allows quickly `grep`-ing exception messages in console, for example:

When using the `debug:config` command, if the dumped configuration is explicitly defined by the user, then parameters are properly resolved in the output. If it is not, and values come from the bundle default configuration directly, they are not.
Steps to reproduce:
- Checkout the symfony demo
- Run `debug:config twig`
- Look at the `debug` key, it is the `kernel.debug` parameter properly resolved: `true`
- Look at the `cache` key, it is not resolved: `'%kernel.cache_dir%/twig'`
This fixes it by resolving the configs once again after processing the configuration.

The title pretty much sums it up. I had to use the script behind a proxy and it did not work well so here is a little fix to take the `http_proxy` environment variable into account when downloading with fopen.
I don't think there needs to be a doc PR associated since this feature should be transparent for the end-user.

I discovered a bug in 3.2 in the web profiler and this PR fixes it. This issue has been fixed in the past by https://github.com/symfony/symfony/pull/13166 and probably reintroduced by the refactoring we did in the WebProfiler in 3.2. I simply applied the fix to these changes.
To reproduce the original problem, simply clone the current standard edition, create a Form with a Type and add a field after its creation. Once done, try to access the Webprofiler: it will fails with the following error:
> Key "type_class" for array with keys "id, name, view_vars, children" does not exist in @WebProfiler/Collector/form.html.twig at line 460.
