By default, the command tester relies on [color support guessing](3fe419cf66/src/Symfony/Component/Console/Output/StreamOutput.php (L91)) to enable output decoration.
This is an issue for tests in that guessing is done against the stream instance on Linux and against the actual environment running the test on Windows, so color support can be detected on Windows even when the used stream is a memory stream like here, resulting in non-deterministic tests.
This PR disables output decoration by default. This will only change behavior on Windows with color support, as guessing on Linux always detects color as not supported for memory streams anyway. Tests should enable decoration explicitly when they want to test it.
A better fix would be to actually detect that we are using a memory stream on Windows as well, but I'm not sure it's possible.

## The Problem
The current `console.EXCEPTION` event is only dispatched for exceptions during the execution of `Command#execute()`. All other exceptions (e.g. the ones thrown by listeners to events) are catched by the `try ... catch` loop in `Application#doRunCommand()`. This means that there is _no way to override exception handling_.
## The Solution
This PR adds a `console.ERROR` event which has the same scope as the default `try ... catch` loop. This allows to customize all exception handling.
In order to keep BC, a new event was created and `console.EXCEPTION` was deprecated.

In order to add usefulness to this descriptor, this PR allows to jump to a command description by clicking on the command name on the application summary.
It's not a generic approach but IMHO a quick win that should work at least for Github flavoured markdown.
The markdown format should also avoid using `Application::getLongVersion` as the markdown document title, as it may contain tags (and unnecessary information using the framework).
Lastly, the markdown format is now cleaned from tags initially used for console output formatting and only keeps properly escaped ones.

Static closures were unable to be used in Command::setCode since #14431. This change fixes the BC break and ensures static closures can still be used.
Edit: It seems the inability to bind static closures was considered a feature in PHP5 but was considered a bug by PHP7. As such, the tests need to work around this fact - but the code can remain the same. This code change can be tidied/removed once Symfony is PHP7+ only.

This PR add the possibility to set multiple options on a formatted string output.
Example:

```
Secondly it makes the behavior on invalid values consistent.

Solves #19719 by setting `COLUMNS` & `LINES` env vars when running an Application.
Those env vars are then meant to be reused when using the Process component.
~~It creates a new `Terminal::registerEnv()` method allowing to register terminal related informations into environment variables. ~~It allows getting "consistent terminal informations" across processes.~~
Unless the env vars handling is backported from the 3.2 `Terminal` class to older branches in the `Application` class, the mentioned issue can't be solved this way.

The [PHPDoc](https://github.com/symfony/symfony/blob/2.7/src/Symfony/Component/Console/Application.php#L354) states the method will always return a command, but it doesn't. Since [Application::register](https://github.com/symfony/symfony/blob/2.7/src/Symfony/Component/Console/Application.php#L328) returns the result of `add` directly is also doesn't always return the command (as its PHPDoc states).

When a progress bar is first displayed, if it is multi-line, previously output lines are erased, depending upon the number of lines in the progress bar.
This patch fixes that be distinguishing between the first display (no erasing of previous output) and subsequent displays of the progress bar.

After @javiereguiluz pointed it in #17470, I open this PR to simplify the simulation of user inputs for testing a Command.
It would be done by calling `CommandTester::setUserInputs()` with an array of inputs as argument, and so make the CommandTester creating an input stream from the inputs set by the developer, then call `QuestionHelper::setInputStream` and assign it to the helperSet of the command, sort as all is done automatically in one call.

Actually we have two classes that have an `inputStream` property with its getter+setter:
the QuestionHelper ('question' helper) and the SymfonyQuestionHelper (used via SymfonyStyle, that inherits the inputStream from the QuestionHelper class).
This situation makes command testing really hard.
ATM we can't test a command that uses `SymfonyStyle::ask` without ugly hacks, and we can't find a generic way to set the inputs passed to a command from the CommandTester, as it need to be done on a specific helper that may not be the one used by the command (SymfonyStyle case).
What I propose here is to add a `stream` property (and its getter+setter) to the abstract `Symfony\Component\Console\Input\Input` class.
For now I just made the two helpers setting their `inputStream` from `Input::getStream`, as both QuestionHelper and SymfonyQuestionHelper classes have an `ask` method that takes the command Input as argument.
In a next time (4.0), we could remove the `getInputStream` and `setInputStream` methods from the QuestionHelper class (this only deprecates them in favor of Input `setStream` and `getStream`).
This would close PR #18902 (trying to make interactive command testing with SymfonyStyle easier).
This would also make PR #18710 widely better by setting the input stream in a generic way (working for both helpers without caring about if they are used and which one is used).

This PR is a suggestion about the bug referenced in ticket 18351. The problem is that aliases create new lines with identical descriptions in the application description, it is suggested to show the aliases in the command description.
I had to modify one application fixture to meet this new behaviour and make the tests pass, but I don't think that a new application fixture is needed to test this having the application fixture 2.

Be able to fix a columns width in a console table (i.e. set a columns width beforehand).
When a column's contents exceed the given column width, it will stretch.
