The [PHPDoc](https://github.com/symfony/symfony/blob/2.7/src/Symfony/Component/Console/Application.php#L354) states the method will always return a command, but it doesn't. Since [Application::register](https://github.com/symfony/symfony/blob/2.7/src/Symfony/Component/Console/Application.php#L328) returns the result of `add` directly is also doesn't always return the command (as its PHPDoc states).

When a progress bar is first displayed, if it is multi-line, previously output lines are erased, depending upon the number of lines in the progress bar.
This patch fixes that be distinguishing between the first display (no erasing of previous output) and subsequent displays of the progress bar.

After @javiereguiluz pointed it in #17470, I open this PR to simplify the simulation of user inputs for testing a Command.
It would be done by calling `CommandTester::setUserInputs()` with an array of inputs as argument, and so make the CommandTester creating an input stream from the inputs set by the developer, then call `QuestionHelper::setInputStream` and assign it to the helperSet of the command, sort as all is done automatically in one call.

Actually we have two classes that have an `inputStream` property with its getter+setter:
the QuestionHelper ('question' helper) and the SymfonyQuestionHelper (used via SymfonyStyle, that inherits the inputStream from the QuestionHelper class).
This situation makes command testing really hard.
ATM we can't test a command that uses `SymfonyStyle::ask` without ugly hacks, and we can't find a generic way to set the inputs passed to a command from the CommandTester, as it need to be done on a specific helper that may not be the one used by the command (SymfonyStyle case).
What I propose here is to add a `stream` property (and its getter+setter) to the abstract `Symfony\Component\Console\Input\Input` class.
For now I just made the two helpers setting their `inputStream` from `Input::getStream`, as both QuestionHelper and SymfonyQuestionHelper classes have an `ask` method that takes the command Input as argument.
In a next time (4.0), we could remove the `getInputStream` and `setInputStream` methods from the QuestionHelper class (this only deprecates them in favor of Input `setStream` and `getStream`).
This would close PR #18902 (trying to make interactive command testing with SymfonyStyle easier).
This would also make PR #18710 widely better by setting the input stream in a generic way (working for both helpers without caring about if they are used and which one is used).

This PR is a suggestion about the bug referenced in ticket 18351. The problem is that aliases create new lines with identical descriptions in the application description, it is suggested to show the aliases in the command description.
I had to modify one application fixture to meet this new behaviour and make the tests pass, but I don't think that a new application fixture is needed to test this having the application fixture 2.
Comments are welcome, this is my first PR in Symfony so if I need to meet any more requirements to make it correct to merge just tell me please.

This [line](https://github.com/symfony/symfony/pull/18879/files#diff-d3625f2548a3b329058ca5a0f5aa57feR60) should not have been changed in order to the test to pass. I assume the test was flawed at first, so I suggest to simply test the output as we did for other ones.

When a column's contents exceed the given column width, it will stretch.

When an exception is thrown, sf console doesn't show the code exception, while this code is very useful during developpement (for example, [guzzle put http status code in his code exception](https://github.com/guzzle/guzzle/blob/6.1.1/src/Exception/RequestException.php#L30-L33)).
I propose you that we show the code exception only when the code exception > 0 and with ``-v`` verbosity. It means :
- ``throw new Exception('Not found', 0)`` with normal verbosity --> no change
- ``throw new Exception('Not found', 0)`` with ``-v`` verbosity --> no change
- ``throw new Exception('Not found', 404)`` with normal verbosity --> no change
- **but** ``throw new Exception('Not found', 404)`` with ``-v`` verbosity --> showing :

The first commit is only about -- support + fixes a few other little issues I discovered while adding tests to cover my feature.
The second commit makes use of the first in the Application class, so that if you do `console foo -- --help` for example, it should not trigger the help anymore, but simply have --help available as a dummy arg.
To keep BC, I did this by adding a param to hasParameterOption/getParameterOption instead of doing it by default. This creates another BC issue though in that it changes the InputInterface. I don't think that's a major concern but it's worth mentioning.
The other only minor BC change is if you do getParameterOption() of a flag option i.e. `--foo` without a value. Before it was returning null in ArgvInput and true in ArrayInput. I normalized this to true for both since I think that makes more sense, but strictly speaking while it improves interface interchangeability, it's a BC break.

This is an alternative to the `ProgressBar` helper *without a max* inspired by the `npm` cli. You can use the `ProgressBar` but IMO it doesn't look great or fallback nicely in non-ansi environments.
A lot of work needs to be done still but thought I would get some comments on this idea.

This PR adds support for detecting the OS400 platform when the PHP function `php_uname()` is disabled. OS400 platform detection was added in #15058 to fix character encoding issues present on OS400. See that PR for more info.
This PR fixes regression introduced in #16053, which did not work on the IBM OS400 server I have access to. The constant `PHP_OS` being checked outputs "AIX" on my IBM OS400 server. I can't say for sure if it works on other IBM platforms... but I preserved this check just in case.
User @eloigranado [commented here](https://github.com/symfony/symfony/pull/15058#issuecomment-130743928) asking if we could switch to using `PHP_OS` constant instead of `php_uname()` because he claims some admins might "[hide] the exact kernel build from any attacker who discovers a remote PHP code execution vulnerability". I personally don't think we should accommodate this use case, but I was able to find alternate approaches.
### Why use case insensitive string matching stristr() instead of in_array()?
Here are the various outputs on my OS400 server:

So we have various case issues here, and possible blank values on platforms where OSTYPE var doesn't exist or php_uname() is disabled. Previously, `$input` wasn't very usefull in the `console.command` event, as the input was not yet bound to the command definition.
With this PR, the input is now bound twice: Once before the event is dispatched (to make it usefull in the listeners) and once at the original location in `Command#run()` (to allow changing the input definition in an event listener).

PHP does not guarantuee how array elements with the same value will be
sorted when applying `asort()`. Since all namespaces used in the test
produce the same Levenshtein value, we should only check for presence of

The ``ProgressBarTest`` is passing in 2.7 and 2.8 on Travis only because the ``LegacyProgressHelperTest`` is running first, and so the clock mock is loaded. It would not pass when running it standalone. And the testsuite is currently broken in the master branch because LegacyProgressHelperTest is gone there, and so the clock mock was not loaded before the test.

Given I am entering data in an user input
When I use left and right keys to make some changes in what I have typed
Then the cursor should move accordingly instead of adding characters at the end of the line
To make it simple: using the arrow keys (← →) to make changes to what I already typed would be much handier than getting `^[[D` and `^[[C` characters in the terminal and having to delete all chars to type everything again.
I could not add any extra tests to this as the STDIN can't be used during tests. But they are not breaking and I tried again all types of questions (text, choices, hidden) by myself.
Note that `readline` can't be used for hidden questions, as `stty -echo` is not taken into account.
