Since 4.3 ordering of `preferred_choices` is preserved when displaying form. But this only works for flat options. When the choices are grouped, the preferred groups are in default order.
Now the preferred choice group order is derived by taking the first matching choice from `preferred_choices` and using its position to sort the groups.

This fix changes the messages related to the changes in https://github.com/symfony/symfony/pull/28969 - the message used to state that names should start with a letter, a digit ... - so I got a confusing message:
```
Using names for buttons that do not start with a letter, a digit, or an underscore is deprecated since Symfony 4.3 and will throw an exception in 5.0 ("Search" given).'
```
Which made me find the message, look at the regex that was used, and work out that actually it should start with a lowercase letter, and hence this PR - where I assume there is a reason that the name must start with lowercase letters.

I think we should mark all our Event classes as final. There is no point in people extending them as the libraries that use the event, will only dispatch this event. So extending events in user-land achieves nothing as the subclasses won't be dispatched.
I'm not talking about the base events that are meant to be extended like KernelEvent, but the leaf events like ExceptionEvent, ResponseEvent etc.
Then we can also make them real final in 5.0 as the events are value objects that should not be mocked.

As I started working on #32179 in #32237, I noticed some PHPDoc inconsistencies around the form's name. I have researched the issue thoroughly and here's my proposal:
1. All "factory" methods (`FormFactory::create*`, `ResolvedFormType::createBuilder`, `FormBuilder::create|add`, `Form::add`) currently accept string and integer names. This should not be deprecated, because it's very convenient and natural to pass ints when adding children to types like `ChoiceType` or `CollectionType`.
1. None of the "factory" methods explicitly accepts `null` as a name, although passing `null` works the same as passing `''`. I consider passing `null` in this case to be ugly, so I corrected the builder's constructors mentioning `null` as a possible argument. One should pass an empty string `''` when creating such a form. We could also deprecate passing `null` in a PR targeting 4.4.
1. Currently the name becomes a string in the builder's (or config builder's) constructor. Which means that `FormConfigInterface::getName` always returns a string and thus the form's `$name` property is always a string. All related checks and PHPDocs should be corrected.
1. The "children accessors" (`Form::has|get|remove`, `FormBuilder::has|get|remove`) should accept both strings and ints because they are array-accessible by design (so it does not really matter, if the key is a string or an int). If it's valid to have `$collectionForm->add(1, ItemType::class)`, then it should be valid to do `$collectionForm->get(1)`. And it works in code, but is not mentioned in the PHPDoc.

which defaults to `true` in 4.4 but will trigger a deprecation if not set explicitly
in order to make the default `false` in 5.0.
While it could be solved now thanks to #29641 by using both `@Length(min=1)` & `@NotBlank(allowNull=true)` constraints,
as expressed in https://github.com/symfony/symfony/issues/27876#issuecomment-403307783 and following comments, the `@Length(min=1)` behavior doesn't match our expectations when reading it: it feels logical to invalidate empty strings, but it actually doesn't.
Hence the proposal of making the behavior of rejecting empty strings the default in 5.0.
In my opinion, the flag could even be removed later.

In commit 56429a6f08 the `Button` type was removed from the return doc block.
I suspect this was an oversight because, AFAIK, the [recommended way](https://symfony.com/doc/current/form/multiple_buttons.html) to check the name of a clicked button would require a return type of `Button` or `SubmitButton`.
The effect is that our static analysis checks are failing.

There is a problem, when server uses outdated version of ICU (php-intl).
It throws no exeption or debug message on unexisting Timezone. So sometimes you can get wrong DateTime in Forms, because Intl uses 'Etc/Unknown' (UTC+0) instead correct Timezone. And it happens very unobvious.
I added `\IntlExeption` for that cases.

Because that's what the current region data is about; country codes.
This makes things consistent across the board; i.e. CountryType, CountryValidator
This allows a possible other region subset (e.g "continents") to distinct. Thus having `Countries::class` + `Continents::class` both reading from the `region` data. By then data should be compiled under different keys.
Current class is master only, so now or never :)
The alternative approach would be `Regions::getCountryNames [,getContinentNames, etc.]`, which is harder to scale, and should also be decided for 4.3 ideally.

Simplifies the Intl API. It greatly reduces the no. of boilerplate classes in this component. Very over complicated, much wow :)
Solving (IMHO):
```php
class LanguageBundle extends LanguageDataProvider implements LanguageBundleInterface
```
Which seems very over complicated just to provide static data.
```php
// before
Intl::getLanguageBundle()->getLanguageName() // string | null
// after
Languages::getName() // string
Languages::exists() // bool
```
I left out Canonicalization on puropose, that's a new topic to me.

Keep to use the same CS in all the Symfony code base.
Use:

```
Instead of:

);
```
Keep the double split when the method has two or more arguments.

Best viewed in "split" mode.
This work is kind of required for https://github.com/symfony/symfony/issues/30304 so we don't trigger 30 deprecations from our own code base.
