* Tests pass, but I do not have an installation of MacOS to run tests on. Tests should be unaffected (the test is simply [skipped on MacOS](https://github.com/symfony/console/blob/master/Tests/Command/CommandTest.php#L345)).
When a Console Command fails to change the process title on MacOS, a warning is issued to output. This warning is relevant to developers of Console applications, but to end users is largely meaningless and potentially confusing.
This PR changes the verbosity of the warning to "very verbose" so it does not interrupt normal usage.
I've also fixed a typo in the message ("get" vs. "set").

Add support to create different output sections for the console output.
Each section is it's own 'stream' of output, where the output can be modified (even if there are other output after it). This allows you to modify previous output in the console, either by appending new lines, modifying previous lines or clearing the output. Modifying a sections output doesn't affect the output after that or in other sections.
Some examples of what can be done:

The console component is the 2nd most popular Symfony component with 70M of downloads. I think such composant has to provide faultless tables, with perfect management of borders, especially since the new `box` style table has been merged (cf https://github.com/symfony/symfony/pull/25301).

the order of method calls was incorrect, leading to several errors in
the test suite.
Not all the tests related to table generation got fixed, but at least
the component is not broken anymore.

In a CLI command i keep asking an optional question until i get an answer. So interactively it's a required question. It looks like..

The exception/error code in PHP doesn't have to be an integer:
> Returns the exception code as integer in Exception but possibly as other type in Exception descendants (for example as string in PDOException).

This means that a "Return value of Symfony\Component\Console\Event\ConsoleErrorEvent::getExitCode() must be of the type integer, string returned" error is shown when e.g. an uncatched PDOException is handled by the console error event.

On the CLI, the behavior of the new default logger is not nice: it's verbosity is controlled by `kernel.debug`, where I would expect to be able to control it by mean of verbosity.
To achieve this, I propose to handle a new `SHELL_VERBOSITY` env var, and use it to control both commands' verbosity, and the logger's log level.

When an exception occured:
If you have not set a verbose mode when running the command, you don't have information about the file and the line on which the exception occured.
So you must run a second time the command but the exception may not occured this time (if based on some databases datas which have changed) and it's a waste of time if you process is very long and the exception occured at the end.
The feature #21003 solve the problem if you are in a standard Symfony edition, if you leave the default settings and if you are in dev mode
