In xml when parent node (`restaurants`) contains several children nodes with the same tag (`restaurant`) it is clear that the children form a collection:

restaurants = {array} [1]
restaurant = {array} [2]

name = "Another restaurant name"
type = "Italian"
```
Afterwards the object denormalizer has no problem to create a collection of restaurants.
But when there is only one child (`restaurant`) the decoded normalized array will not contain a collection:

```
In this situation the object denormalizer threw unexpected exception. This PR modifies `AbstractObjectNormalizer` that is it will fill a collection containing the sole element properly.

Previously, if the first line of XML was a comment, that would be used as the root node of the decoded XML. This work strips comments from decoded XML by default, but also allows for customizing which XML node types are ignored during decoding. Sometimes, instead of just stopping the serialization process when the configured max depth is reached, it can be interesting to let the user return something (like returning the identifier of the entity to stop manually the serialization process).
This PR also makes the max depth handling more similar to circular references handling (that already has the possibility to set a handler).

This PR add a new `as_collection` context key in order to return always as a collection instead of returning a single elements when there are only one array.
there are only one PR for the CsvEncoder don't wanted to have only One PR containing the two changes. It feel better to have two PR that fix the behaviour on two different things. it's easy to review and to revert if it break something (which should not since we are testing the behaviour).

## Problems
In the case you want to deserialize value-objects, if all the data required by its constructor are **not** given as input, the serializer will throw a simple `RuntimeException` exception. This makes impossible to catch it. (as current fix on my projects I use exception message to be sure to catch the good one X.x")
The second problem is a missing feature to fill the required object with an empty one. This needs to be defined by the user because the serializer can't guess how to build it.

## Solutions suggested
I suggest a solution in 2 parts because the second part is more touchy.
1. Replace the current exception by a new specific one
2. Add a new `empty_data` option to the context of deserialization so you can specify data for objects impossible to instantiate, this is great because the serializer no more throw exception and the validator can then work as expected and send violations to the user. This solution is inspired by forms solutions to fix the issue with value objects
Here is what you can do with this feature:

Add `string` as valid `$input` for `Process::setInput()`. Since `getInput()` will also return as string and the internal method `ProcessUtils::validateInput()` will accept a string, this should be a viable input type.

This PR adds a feature in the Serializer: allow to serialize and de-serialize abstract classes. Such feature is especially useful when dealing with domain objects.
# Example
Let's take the example of the following objects:
- `CodeRepository` defines a set of properties like `name` and `url`
- `GitHubCodeRepository` and `BitBucketCodeRepository` extends from the abstract `CodeRepository` class and adds a few properties.
- `Project` has a relation with a `codeRepository`, which has a type `CodeRepository`.
At the moment, the serializer can't serialize/deserialize correctly this `Project` object has it doesn't know how to deal with this `CodeRepository` abstract object.
This feature allows the serializer to deal with such situation. The `ObjectNormalizer` has now access to a `ClassDiscriminatorResolver` that knows, for a given abstract class:
- Is the "type" property it needs to read/write to uniquely identify each sub-class
- What's the name of the "type" for each sub-class mapping

Using a colon in a tag doesn't look like yaml and causes trouble (see https://github.com/symfony/symfony/pull/22878), so I propose to just deprecate these tags in favor of more consistent tags.

This allows to denormalize simple DTOs with public properties using the property-info component and the `ObjectNormalizer`. The raised exception is not really useful in such cases, as it cannot be easily handled gracefully to build a proper violation response (too generic and no real hint on the complete attribute path for instance).
Instead, I use the validator component to validate my DTOs and the properties' types, get a proper violation list, and build a response from it.
I wasn't really inspired for the `DISABLE_TYPE_ENFORCEMENT` name.

My own use-case was for denormalization of a csv file provided by a third-party. The datetime format inside does not contain any timezone information, and won't change, but it's established to be UTC (or at least consistent).
So by providing the new `datetime_timezone` option, the returned instance of `\DateTime(Interface)` will properly be set with the expected timezone. (In case the format already supports the time offset, the provided timezone is ignored in favor of the one parsed by the `\DateTime` object)
Regarding normalization, the expected behavior of this feature is to consistently return the same time offset.

@dunglas : I'm not sure about the exposing the `key_type` option as a constant in `ArrayDenormalizer`/`AbstractObjectNormalizer`, as it looks more or less like a detail of the AbstractObjectNormalizer implementation, but anyway it should be in 3.2 if we add it, so I haven't included it here.
However, I wonder if this option shouldn't directly accept a string too, rather than just a `Symfony\Component\PropertyInfo\Type` instance if we want to consider this option "public"?
