When an Emacs buffer is modified, by default Emacs automatically creates a
temporary symlink in the same directory as the file being edited (e.g. Controller.php):

Talking with @dunglas, we wondered if this could be a good idea, as a more general approach to folder-based service registration as done in [DunglasActionBundle](https://github.com/dunglas/DunglasActionBundle/blob/master/DependencyInjection/DunglasActionExtension.php).
So here is the implementation.
This allows one to define a set of services as such:
```yaml
services:
App\:
resources: ../src/{Controller,Command} # relative to the current file as usual
autowire: true # or any other attributes really
```
This looks for php files in the "src" folder, derivates PSR-4 class names from them, and uses `class_exists` for final discovery. The resulting services are named after the classes found this way.
The "resource" attribute can be a glob to select only a subset of the classes/files.
This approach has several advantages over [DunglasActionBundle](https://github.com/dunglas/DunglasActionBundle/blob/master/DependencyInjection/DunglasActionExtension.php):
- it is resilient to missing parent classes (see test case)
- it loads classes using the normal code path (the autoloader), thus play well with them (e.g. if one registered a special autoloader).
- it is more predictable, because it uses discovered paths as the only source of ids/classes to register - vs relying on `get_declared_classes`, which would make things context sensitive.
Fits well with current initiatives to me.

### Overview
Currently, any metadata passed to `ConfigCache` (namely implementations of `ResourceInterface`) is serialized to disk. When the `ConfigCache` is validated, the metadata is unserialized and queried through `ResourceInterface::isFresh()` to determine whether the cache is fresh. That way, `ResourceInterface` implementations cannot interact with services, for example a database connection.
This PR introduces the new concept of `ResourceCheckers`. Services implementing `ResourceCheckerInterface` can be tagged as `config_cache.resource_checker` with an optional priority.
Clients that wish to use `ConfigCache` can then obtain an instance from the `config_cache_factory` service (which implements `ConfigCacheFactoryInterface`). The factory will take care of injecting resource checkers into the `ConfigCache` instance so that they can be used for cache validation.
Checking cache metadata is easy for `ResourceCheckers`:
* First, the `ResourceCheckerInterface::supports()` implementation is passed the metadata object in question. If the checker cannot handle the type of resource passed, `supports()` should return `false`.
* Otherwise, the `ResourceCheckerInterface::isFresh()` method will be called and given the resource as well as the timestamp at which the cache was initialized. If that method returns `false`, the cache is considered stale. If it returns `true`, the resource is considered unchanged and will *not* be passed to any additional checkers.
### BC and migration path
This PR does not (intend to) break BC but it comes with deprecations. The main reason is that `ResourceInterface` contains an `isFresh()` method that does not make sense in the general case of resources.
Thus, `ResourceInterface::isFresh()` is marked as deprecated and should be removed in Symfony 3.0. Resource implementations that can (or wish to) be validated in that simple manner can implement the `SelfCheckingResourceInterface` sub-interface that still contains (and will keep) the `isFresh()` method. The change should be as simple as changing the `extends` list.
Apart from that, `ResourceInterface` will be kept as the base interface for resource implementations. It is used in several `@api` interfaces and thus cannot easily be substituted.
For the Symfony 2.x series, a `BCResourceInterfaceChecker` will be kept that performs validation through `ResourceInterface::isFresh()` but will trigger a deprecation warning. The remedy is to either implement a custom ResourceChecker with a priority higher than -1000; or to switch to the aforementioned `SelfCheckingResourceInterface` which is used at a priority of -990 (without deprecation warning).
The `ConfigCache` and `ConfigCacheFactory` classes can be used as previously but do not feature checker-based cache validation.
### Outlook and closing remarks:
This PR supersedes #7230, #15692 and works at least in parts towards the goal of #7176.
The `ResourceCheckerInterface`, `...ConfigCache` and `...ConfigCacheFactory` no longer need to be aware of the `debug` flag. The different validation rules applied previously are now just a matter of `ResourceChecker` configuration (i. e. "no checkers" in `prod`).
It might be possible to remove the `debug` flag from Symfony's `Router` and/or `Translator` classes in the future as well because it was only passed on to the `ConfigCache` there.

If libxml_use_internal_errors is set to `true` before parsing xliff file, the libxml errors are not cleared correctly. In almost all classes symfony uses property initialization when the value is static. Constructor initialization is only used for things that actually have logic, like passed parameters or dynamic values. IMHO it makes the code much more readable because property definition, phpdoc and default value is in one place. Also one can easily see what the constructor implements for logic like overridden default value of a parent class. Otherwise the real deal is just hidden behind 10 property initializations. One more advantage is that it requires less code. As you can see, the code was almost cut in half (210 additions and 395 deletions).
I unified it accordingly across symfony. Sometimes it was [not even consistent within one class](https://github.com/symfony/symfony/blob/master/src/Symfony/Component/Config/Definition/BaseNode.php#L32). At the same time I recognized some errors like missing parent constructor call, or undefined properties or private properties that are not even used.
I then realized that a few Kernel tests were not passing because they were deeply implementation specific like modifying booted flag with a custom `KernelForTest->setIsBooted();`. I improved and refactored the kernel tests in the __second commit__.
__Third commit__ unifies short ternary operator, e.g. `$foo ?: new Foo()`. __Forth commit__ unifies missing parentheses, e.g. `new Foo()`.

Only Yaml was supported. This PR adds support for XML. This makes it easier to test XML schema's (see symfony-cmf/MenuBundle#114 ), helps us at the docs with our configuration reference and helps others using XML with symfony.

In the framework if you, for example, make a syntax error in YAML, then the true, clear message (e.g. Unable to parse at line 5 (near "framework") is nested, and harder to visually see. This includes that message in the main exception so that users can debug more easily.

[Config] Add possibility to get "parent bundle resource file" in import file loading process
FileLoader doesn't throw FileLoaderImportCircularReferenceException anymore if another file matchs import request.
Currently if a Bundle is defined as child of another Bundle and if we try to import a Resource from parent Bundle into the same "overrided" Resource, we get a FileLoaderImportCircularReferenceException.
Now, FileLoader locates "available files" and try to import one of them (rule is "the first that is not currently loading").

I would like to rename my branch from COMPONENT_Form to changes-phpdoc (as all modifications would be commited in only one branch), so I tried to execute the following command but I have an error.
git remote rename COMPONENT_Form changes-phpdoc
error: Could not rename config section 'remote.COMPONENT_Form' to 'remote.changes-phpdoc'
Do you know how to do it?
