[Intl] Update ICU data to 59.1
The [GMT timezone has been split from the UTC](http://site.icu-project.org/download/59) timezone [in CLDR](http://cldr.unicode.org/index/downloads/cldr-31) (which ICU is based on).
For example, the code blow:
* before ICU 59.1 would return "GMT" in all cases
* with ICU 59.1 it returns "UTC" for the first three ('z', 'zz', 'zzz')
and "Coordinated Universal Time" for the last two ('zzzz', 'zzzzz').

I haven't Intl extension installed and testFormatWithIntlTimeZone is fail because use \IntlTimeZone.
This PR fix it.

As of PHP 5.5, the IntlDateFormatter accepts to use DateTimeZone or
IntlTimeZone objects as timezone in the constructor (and in the new
setTimeZone method) rather than timezone ids.
This is even the proper way to pass a timezone from a DateTime object as
DateTimeZone names are not all valid ICU identifiers.

The Intl extension accepts null as locale in formatters and the
collator and will use the default locale in such case. Given that the
stub implementation considers that the default locale is always 'en', it
should be supported here too instead of forcing libraries to pass the
default locale explicitly.

This removes the unused use statements which were not catched by
PHP-CS-Fixer because of string occurences. It also fixes some invalid
phpdoc (scalar is not recognized as a valid type for instance).
To let opcode caches optimize cached code, the `PHP_VERSION_ID`
constant is used to detect the current PHP version instead of calling
`version_compare()` with `PHP_VERSION`.
