Add DirectoryResources to MessageCatalogues when loaded.
So that when a file is added to one of the directories the cache for all MessageCatalogues will be invalidated.
All directories must be added to all MessageCatalogues because we can't predict for which locale files will be added to each individual directory.
Also, now that the translator keeps track of its own directories for caching the container no longer needs to it. This means that when a translation changes or is added the container no longer needs to be fully rebuilt, saving a considerable amount of time (compilation time went down from ~4 seconds to ~1 second on each translation change/add in our project).

This PR fixes a bug in development when using the DataCollectorTranslator: because it's not implementing WarmableInterface, the translations cache is not built during cache:clear during development.

Some attributes being used in the phpunit configuration files, namely
failOnRisky and failOnWarning were introduced in phpunit 5.2.0. The
Composer configuration shows that tests should run with old versions of
phpunit, but phpunit only validates the configuration against the XSD
since phpunit 7.2.0.
These changes can be tested as follows:

Currently the `Translator` fall backs based on the locale separator (eg `es_AR` to `es`), but the ICU data contains parent locales (eg `es_AR` is a child of `es_419`, as is `es_BO`, `es_EC` etc).
This makes use of the ICU data to add add in these fallbacks. This means the specific locales can be used, but the translations can stored in these groupings (eg `es_419` for Latin American Spanish), as well as adding other sensible fallbacks (eg Cape Verdean Portuguese to `pt_PT`).

This PR fixes the bug in #24593. It's not the absolutely ideal way to address the issue, but I don't see how else to handle it without either dropping support for pips in translation strings, or rearchitecting the code that feeds translations to the MessageSelector as pipe separated in the first place.
