We should log more in compiler passes - and this should be better integrated in usual log reports.
For logging more, let's drop LoggingFormatter and add a simple "log" method on ContainerBuilder.
For better integration, let's throw silenced notices - they can be caught by our Debug handler.

The DefinitionDecorator class does not deal with decorated services. It
reflects a parent-child-relationship between definitions instead. To

Instead of a generic approach that failed in #20537, let's focus on the `cache.annotations` service, which is the one that needs special care because it can be required while the container is being built. See e.g.:

When the service is required at build time, we can't provide it a logger, because no logger service is ready at that time. Still, that doesn't prevent the service from working. The late `CachePoolClearerPass` wires the logger for later instantiations so that `cache.annotations` has a properly configured logger *for the next requests*.

When writing the `ControllerArgumentValueResolverPass`, I needed a sorting on `priority`. I ended up copying a method from another class. I noticed this was done more often and 99% of the code was the same. I've moved the most common notation into the trait and "used" the trait in the priority aware passes. This increases horizontal re-use and means people can also use this in their bundles.
The cases that were slightly different, are still working completely. I had to fix some tests because they returned an invalid value from the mocked find method.
