The services for which `has()` is called might be aliases at this point so `getDefinition()` gives an exception, I ran into by executing this pass but not the removing ones (skipping ReplaceAliasByActualDefinitionPass) while working on https://github.com/symfony/symfony/issues/16388. Let's make it safe to use independently.

Talking with @simensen and @weaverryan, we wondered if we could leverage the `ArgumentResolver` mechanism to make it inject services on demand, using e.g. autowiring.

This PR achieves that, using a new "controller.service_arguments" tag. Typically:

I first started working on adding this new "container.service_locator" tag, so here it is.
It allows defining and dumping service-locator services properly, where it wasn't possible previously (you had to create a DI extension to do so.)
Then I realized that this allowed us to entirely drop `ServiceLocatorArgument` and replace it with the more flexible `ServiceClosureArgument`.
This makes things simpler overall, see diff stat.

`framework.annotations` default should be true only if `doctrine/annotations` is installed.
Indeed, in https://github.com/symfony/symfony/pull/20097, the dependency on `doctrine/annotations` was removed from the framework bundle.
Thus, an application can break (not talking from one actually relying on annotations) as soon as it uses the framework bundle without the `framework.annotations` key explicitly set to `false` (I had the case in a fixture application in the testsuite of a package).

As it is a very common dependency. Currently it gives:

Instead of a generic approach that failed in #20537, let's focus on the `cache.annotations` service, which is the one that needs special care because it can be required while the container is being built. See e.g.:

When the service is required at build time, we can't provide it a logger, because no logger service is ready at that time. Still, that doesn't prevent the service from working. The late `CachePoolClearerPass` wires the logger for later instantiations so that `cache.annotations` has a properly configured logger *for the next requests*.

Following the cache warmer for annotations PR (https://github.com/symfony/symfony/pull/18533), this PR introduces a cache warmer for YAML and XML Validator configuration.
Based on the PhpArrayAdapter, it uses the naming conventions (`Resources/config/validation`) to find the files and compile them into a single PHP file stored in the cache directory. This file uses shared memory on PHP 7.
The benefit of this PR are the same than the ones of the annotations PR:
- validation configuration can be warmed up offline
- on PHP 7, there is no need for user extension to get maximum performances (ie. if you use this PR and the other one, you probably won't need to enable APCu to have great performances)
- on PHP 7 again, we are not sensitive to APCu memory fragmentation
- last but not least, global performance is slightly better (I get 30us per class gain in Blackfire)
This PR also deprecates the framework.validator.cache key in favor of the cache pool introduced in https://github.com/symfony/symfony/pull/18544.

When writing the `ControllerArgumentValueResolverPass`, I needed a sorting on `priority`. I ended up copying a method from another class. I noticed this was done more often and 99% of the code was the same. I've moved the most common notation into the trait and "used" the trait in the priority aware passes. This increases horizontal re-use and means people can also use this in their bundles.
The cases that were slightly different, are still working completely. I had to fix some tests because they returned an invalid value from the mocked find method.

This PR proposes a default fallback to filesystem cache for some services if the APC cache is not enabled in production. In other words, if the following part of `config_prod.yml` file is not uncommented, the filesystem will be used:

The FrameworkBundle in version 2.3 can be used with recent versions of
the Security component. However, after the Security component has been
split with Symfony 2.4, translations resources have been moved to the
`symfony/security-core` package. Thus, the changed location must be
taken into account.
This PR was squashed before being merged into the 2.8 branch (closes#15926).

[2.8][Form] Deprecate alias tag option
FQCN should be used since 2.8 instead, so a deprecation error should be triggered when the `alias` setting is used.
Furthermore, the name of the option doesn't make much sense for form types (as it's the alias of the field it applies to), so I renamed it to `extended_type`. I'm open to any other suggestions.

When a form type provides a BC layer with old form names (all core types
do), the form registry will ask for type extensions registered on the
legacy name for BC, and trigger a warning if it finds any.
The DependencyInjectionExtension should not trigger warnings on its own
when being asked for such extensions (especially when it has none
registered).
Core extensions are also registered using the proper extended type
rather than legacy names.
