The results from `getCatalogue()` are inconsistent when we're in production *and* a cache comes into play.
This is due to the changes in 6eb5e7395c, where the fallback catalogues will be *merged* into the primary catalogue when it is written to the cache.
Strictly speaking, this is a BC break because it behaved differently before.
I am not sure what the relevance of this might be in practice.
However, it may cause headaches because
* The result changes only in the second+ try (when the cache is warm); a priori you cannot tell whether you're going to see this
* The catalogue is clearly not what the loader provided
* You have no chance of telling whether the message was originally available in the catalogue or not
* Generally, for every message you retrieve from the catalogue, you have no way of telling which locale it actually comes from (it need not be from the catalogue's locale, and the catalogue does not provide fallback catalogues either)
Regarding the last point, you usually don't care when using the `Translator`. Its purpose is to get the "best" translation available. However, when you bother to explicitly retrieve the catalogue, chances are your intentions are different.

Give ability to extractors to extract from an array of files a file, or a Traversable besides a directory.
The following commit adds the new feature to the following extractors:
PhpExtractor and TwigExtractor.
It also corrects the interface documentation to show the new options allowed as a parameter.
I found this change useful as I've got a custom translation:update command that instead of extracting from $rootPath. '/Resources/views/' it extracts from the files that git is showing as modified. The command usually runs much faster than the default as it only parses the needed files.

If libxml_use_internal_errors is set to `true` before parsing xliff file, the libxml errors are not cleared correctly. An error `Validation failed: no DTD found !` occurs in libxml errors after parsing and it's available outside the xliff parser (can break other functionality that use `libxml_get_errors` function).

When the translator can't find a correct match using transChoice() a string is logged today with the following text:

INI_SCANNER_RAW change the default scanner mode of parse_ini_files to parse all values without evaluate. This allow values with single quotes, "no" and "false" and raise an error if you use the deprecated "#" as comment character.
This change is specially good for shared translations, because a translator haven't to know that he can't use a few restricted terms.
And has a residual improvement: it's twice fast that use the default value (INI_SCANNER_NORMAL) in my tests

As Composer is now widely used in the PHP world, having to run composer install before running the test suite is expected. This also has the nice benefit of removing a bunch of code, making things easier to maintain (there is only one place to declare a dev dependency), and probably more.

The Gettext specification allows for 'whitespace is optional' between message string.
For this to work PoFileLoader needs to save found messages on more places while processing. Thus a new method is introduced.
For the tests to work PoFileDumper was changed slightly to only emit white-lines when necessary.
I added more documentation from the GNU gettext documentation to make the code more understandable.
When [[BUG] PoFileLoader pluralhandling uses interval instead of index.](https://github.com/symfony/symfony/pull/4336) this patch needs some small rework.

It's mergeable without any problems, but I would recommend to wait a fix in Composer in order to use `self.version` in `require`/`require-dev` sections.
Note: I kept `suggest` sections because it makes sense but this PR doesn't aim to provide useful explanations for each entry. It could be another PR, not that one.

@fabpot I reviewed each component, one by one. Now `phpunit` always works, even if tests are skipped. A simple `composer install --dev` allows to run the complete test suite. Each commit is well separated from the others. I guess, everything is ok now.

Following dependencies do not have a composer.json yet: Twig, Doctrine (orm, dbal, common), swiftmailer.
Also missing from the standard edition: assetic, twig-extensions, jsm-metadata, SensioFrameworkExtraBundle, JMSSecurityExtraBundle, SensioDistributionBundle, SensioGeneratorBundle, AsseticBundle.
The point is, those can be added later on. Having the components composerized is already a leap forward. Also, doctrine depends on some symfony components, we've got to start somewhere.

Also, just for information, the plan is to have `symfony/framework-bundle` be the "framework", with all dependencies to doctrine etc, though we should really only have strict requirements in there, and then in symfony-standard we ship a composer.json that requires the framework-bundle, doctrine-orm and things like that that are not essential to core. Otherwise people don't have a choice about what they use anymore.
Just a comment btw, the json is invalid, all / should be escaped. However json_decode is nice enough to parse those without complaining, browsers do too, even Crockford's json2.js does, so I'm not sure if we should privilege readability over strictness, since it seems nobody really cares about this escaping.

When loading a catalogue the function "optimizeCatalogue" add the fallback catalogue to the current locale catalogue. This should be done by first adding the language catalogue and finally adding the fallbacklocale catalogue specified in the configuration. This subsequent additions are done by the "loadCatalogue" function.
The problem is that in the "loadCatalogue" function exists an if statement that checks if the resource of a given locale exists before loading it. If not, the function simply returns. This return implies that the subsequent addition of the fallbacklocale wouldn't be done.
This has been fixed by simply replacing the current if statement and adding a new one that, if the resource exists, then executes the process of resource loading. Finally, the function continue calling the "optimizeCatalogue" function.
When the current locale catalogue doesn't contain the id searched, the code doesn't search in the fallbacklocale catalogue (as is explained in the documentation).
Added the search to the fallbacklocale catalogue to the translation function.

parameters, ...), the method names are normalized:

The usage of these methods are only allowed when it is clear that there is a
main relation:
* a CookieJar has many Cookies;
* a Container has many services and many parameters (as services is the main
relation, we use the naming convention for this relation);
* a Console Input has many arguments and many options. There is no "main"
relation, and so the naming convention does not apply.
For many relations where the convention does not apply, the following methods
must be used instead (where XXX is the name of the related thing):
* get() -> getXXX()
* set() -> setXXX()
* all() -> getXXXs()
* replace() -> setXXXs()
* remove() -> removeXXX()
* clear() -> clearXXX()
* isEmpty() -> isEmptyXXX()
* add() -> addXXX()
* register() -> registerXXX()
* count() -> countXXX()
* keys()
This allows the translations to be deeply nested arrays that will be flattened, allowing for namespacing of translations easily.
The following:
'key' => array('key2' => array('key3' => 'value'))
Becomes:
'key.key2.key3' => 'value'
This isn't applied to Xliff since it does not make sense within the scope of the XLIFF standard
