`Client` is very generic and used in 3 places: BrowserKit, HttpKernel, and FramewrokBundle. Each Client extends another one. So, to make things clearer, I'd like to rename Client to Browser like this:
Symfony\Component\BrowerKit\Client -> AbstractBrowser
Symfony\Component\HttpKernel\Client -> HttpKernelBrowser
Symfony\Bundle\FrameworkBundle\Client -> KernelBrowser
The next PR will introduce an `HttpBrowser` based on the new HttpClient component :)

This PR is a first draft to fix the incorrect merging of private and other cache-related headers that are not meant for the shared cache but the browser (see mentioned issues).
The existing implementation of `HttpFoundation\Response` is very much tailored to the `HttpCache`, for example `isCacheable` returns `false` if the response is `private`, which is not true for a browser cache. That is why my implementation does not longer use much of the response methods. They are however still used by the `HttpCache` and we should keep them as-is. FYI, the `ResponseCacheStrategy` does **not** affect the stored data of `HttpCache` but is only applied to the result of multiple merged subrequests/ESI responses.
I did read up a lot on RFC2616 as a reference. [Section 13.4](https://www.w3.org/Protocols/rfc2616/rfc2616-sec13.html#sec13.4) gives an overall view of when a response MAY be cached. [Section 14.9.1](https://www.w3.org/Protocols/rfc2616/rfc2616-sec14.html#sec14.9.1) has more insight into the `Cache-Control` directives.
Here's a summary of the relevant information I applied to the implementation:
- > Unless specifically constrained by a cache-control (section 14.9) directive, a caching system MAY always store a successful response (see section 13.8) as a cache entry, MAY return it without validation if it is fresh, and MAY return it after successful validation.
A response without cache control headers is totally fine, and it's up to the cache (shared or private) to decide what to do with it. That is why the implementation does not longer set `no-cache` if no `Cache-Control` headers are present.
- > A response received with a status code of 200, 203, 206, 300, 301 or 410 MAY be stored […] unless a cache-control directive prohibits caching.
> A response received with any other status code (e.g. status codes 302 and 307) MUST NOT be returned […] unless there are cache-control directives or another header(s) that explicitly allow it.
This is what `ResponseCacheStrategy::isUncacheable` implements to decide whether a response is not cacheable at all. It differs from `Response::isCacheable` which only returns true if there are actual `Cache-Control` headers.
- > [Section 13.2.3](https://www.w3.org/Protocols/rfc2616/rfc2616-sec13.html#sec13.2.3): When a response is generated from a cache entry, the cache MUST include a single Age header field in the response with a value equal to the cache entry's current_age.
That's why the implementation **always** adds the `Age` header. It takes the oldest age of any of the responses as common denominator for the content.
- > [Section 14.9.3](https://www.w3.org/Protocols/rfc2616/rfc2616-sec14.html#sec14.9.3): If a response includes an s-maxage directive, then for a shared cache (but not for a private cache), the maximum age specified by this directive overrides the maximum age specified by either the max-age directive or the Expires header.
This effectively means that `max-age`, `s-maxage` and `Expires` must all be kept on the response. My implementation assumes that we can only do that if they exist in **all** of the responses, and then takes the lowest value of any of them. Be aware the implementation might look confusing at first. Due to the fact that the `Age` header might come from another subresponse than the lowest expiration value, the values are stored relative to the current response date and then re-calculated based on the age header.
The Symfony implementation did not and still does not implement the full RFC. As an example, some of the `Cache-Control` headers (like `private` and `no-cache`) MAY actually have a string value, but the implementation only supports boolean. Also, [Custom `Cache-Control` headers](https://www.w3.org/Protocols/rfc2616/rfc2616-sec14.html#sec14.9.6) are currently not merged into the final response.
**ToDo/Questions:**
1. [Section 13.5.2](https://www.w3.org/Protocols/rfc2616/rfc2616-sec13.html#sec13.5.2) specifies that we must add a [`Warning 214 Transformation applied`](https://www.w3.org/Protocols/rfc2616/rfc2616-sec14.html#sec14.46) if we modify the response headers.
2. Should we add an `Expires` headers based on `max-age` if none is explicitly set in the responses? This would essentially provide the same information as `max-age` but with support for HTTP/1.0 proxies/clients.
3. I'm not sure about the implemented handling of the `private` directive. The directive is currently only added to the final response if it is present in all of the subresponses. This can effectively result in no cache-control directive, which does not tell a shared cache that the response must not be cached. However, adding a `private` might also tell a browser to actually cache it, even though non of the other responses asked for that.
4. > [Section 14.9.2](https://www.w3.org/Protocols/rfc2616/rfc2616-sec14.html#sec14.9.2): The purpose of the `no-store` directive is to prevent the inadvertent release or retention of sensitive information […]. The `no-store` directive applies to the entire message, and MAY be sent either in a response or in a request. If sent in a request, a cache MUST NOT store any part of either this request or any response to it. If sent in a response, a cache MUST NOT store any part of either this response or the request that elicited it.
I have not (yet) validated whether the `HttpCache` implementation respects any of this.
5. As far as I understand, the current implementation of [`ResponseHeaderBag::computeCacheControlValue`](https://github.com/symfony/symfony/blob/master/src/Symfony/Component/HttpFoundation/ResponseHeaderBag.php#L313) is incorrect. `no-cache` means a response [must not be cached by a shared or private cache](https://www.w3.org/Protocols/rfc2616/rfc2616-sec14.html#sec14.9.1), which overrides `private` automatically.
5. The unit tests are still very limited and I want to add plenty more to test and sort-of describe the implementation or assumptions on the RFC.

[DX][WebProfilerBundle] Add Pretty Print functionality for Request Content

| Doc PR | n/a ?
## Why?
Quite often when attempting to debug issues with JSON requests sent to a Symfony API, I use the Web Profiler to check the request content. More often than not the request content isn't easily readable (99% of the time it's all stuck on a single line and impossible to read). I always find myself copying + pasting the content into a random online tool to have it "pretty-print" the JSON.
Usually this isn't an issue, but can be annoying when offline. There's also the security issue of sending entire JSON payloads to a third-party server just for formatting 😳. Alternatively, maybe developers copy+paste into their chosen editors and this PR is all a waste of time — I hope not 😛.
## How?
This PR adds "Pretty-Print" JSON functionality straight into the profiler.
We can use `collector.requestheaders` to detect if the request was JSON and conditionally show the Pretty Print button.
When the button is clicked, we format the JSON from the "Request Content" card.
## What does it look like?
Before:
![without-pretty-print](https://user-images.githubusercontent.com/573318/47180751-36b0ce00-d319-11e8-86ed-eb0d78ebcbe3.png)
After:
![pretty](https://user-images.githubusercontent.com/573318/47180763-3c0e1880-d319-11e8-995d-eba565aad827.png)
Non-JSON Requests (unchanged):
![non-json-request](https://user-images.githubusercontent.com/573318/47181080-03227380-d31a-11e8-8cf2-e8b2e8c1a21d.png)
## Things to consider
- Is `JSON.stringify(JSON.parse(content));` the safest, most efficient way to do this?
- Should the "Pretty Print" button be in-line next to the "Request Content" header? I couldn't find a pattern for this sort of thing elsewhere in the profiler.
- Do people want JSON formatted with 4 spaces, would 2 spaces be preferred? Should this be a configuration option stored in localStorage (such as the light/dark theme configuration)?
- Should this be a toggle? E.g. click to pretty print, then click to undo
## Future Improvements
Depending on how this is received it could be extended to support formatting different request content-types (e.g. XML formatting) — I assume.
## Progress
- [x] Gather feedback and decide where to perform the pretty-print: [server-side, or client-side](https://github.com/symfony/symfony/pull/28919#issuecomment-431508361).
*It was decided server-side would be better.*

My feeling is that Symfony's "dev" environment is more and more slow lately. After profiling the Symfony Demo app with Blackfire, I found that `getContainerCompilerLogs()` is one of the slowest methods.
Given that you rarely need or look at these "compiler logs", in this PR I propose to get them only when/if you really need them.
[The before/after profile comparison](https://blackfire.io/profiles/compare/4959d918-8e00-4cd7-9b0b-41919e73ae62/graph) confirms a nice performance improvement and thousands of functions no longer called.

Currently `AddRequestFormatsListener` has a low priority, so it won't fire before others like `RouterListener` which can create problems (eg when listening for a HTTP exception thrown by the router you don't have access for any custom types).
IMO this map should be in the application rather than set on every request, but the same can be achieved by giving it a high priority. (Can't think of a reason for it to not be first...)

Since https://github.com/symfony/symfony/pull/25733 the Kernel attempts to unlink the legacy container while being built.
This throws an error if the file did not exist, for example on a clean install, on the build, which is then silenced.
That's fine on production systems, but on our build we have enabled "xdebug.scream" in order to visualise every errors, which basically un-silences the errors. I believe there should not be a need to silence anything on a usual, clean usage of the system.
Making this `unlink` conditional fixes it.
Could you please approve and merge this PR?

This notation is the only way to support controllers as services in the 3.4
LTS version.
This deprecation has only a very small benefit for the Symfony codebase (the
amount of code involved is very small), but has a huge cost for the community
which cannot avoid this deprecation without dropping support for the LTS or
making crazy logic to switch routing files (as they cannot switch things
inline in YAML or XML files).
This deprecation will be delayed until a future 5.x version, when the current
LTS will be 4.4 (which supports the new notation).

Some attributes being used in the phpunit configuration files, namely
failOnRisky and failOnWarning were introduced in phpunit 5.2.0. The
Composer configuration shows that tests should run with old versions of
phpunit, but phpunit only validates the configuration against the XSD
since phpunit 7.2.0.
These changes can be tested as follows:
wget http://schema.phpunit.de/5.2/phpunit.xsd
xargs xmllint --schema phpunit.xsd 1>/dev/null

We are missing displaying full information about closures created using `ReflectionMethod::getClosure()` or `Closure::fromCallable()`.
This PR fixes it. For VarDumper but also other places where we have logic to display them.

By creating Cookie instances using `null` for the `$secure` argument, this PR allows making cookies inherit their "secure" attribute from the request.
This PR also adds a forward to make $secure=null and samesite=lax the defaults in Symfony 5.0:
- either define all constructor's arguments explicitly
- or use the new `Cookie::create()` factory

This PR introduces a new environment variable that can be used to force `dump()` to generate HTML even in CLI, or CLI even in a web context.
It allows to dump large objects when debugging a command, to open the resulting HTML in a browser, and to benefit of the nice JS UI (folded by default, search engine...).
Example usage:
VAR_DUMPER_FORMAT=html vendor/bin/behat > tmp.html; open -a firefox tmp.html
VAR_DUMPER_FORMAT=cli vendor/bin/behat > tmp.txt

When an exception is thrown, *if it is not handled* then it will be reinjected as a 2nd exception event via `HttpKernel::terminateWithException()`. When this happens, this will generate a proper HTTP status code.

#26157 started to send a new cookie in `AbstractTestSessionListener`, but is incompatible with `CookieClearingLogoutHandler` as it overrides its `Set-Cookie` by setting a new cookie (breaking my test that checked to see that the cookie was removed after a log out).

This proposal is irrelevant for experienced users but it may be useful for newcomers. After having delivered several introductory Symfony training, I can say that when someone adds `return "some string...";` in their controller, the error message is confusing:

Maybe we can reword it a bit? (I'm open for suggestions to improve the error message)

Right now, the `dump()` function is broken on 4.1 as soon as one sets up a `dump_destination` for the dump server (as done by default by our Flex recipe). #27397 describes the issue and proposes a tentative fix. Yet, I think the issue is deeper and exists at the design level. Writting to the server should not happen in a `DumperInterface`, that's not its semantics. Instead, I propose a `Connection` object that will allow `DumpDataCollector` to have all the info it requires to do everything on its own.
My bad for not spotting this at the review stage.

Actually the Web Debug Toolbar warning you about the deprecation messages thrown during the container built (#21502).
Cache warmup can throw deprecated message without any persistance, it may cause issue like #27387
This PR reproduce the same job for the cache warmer, and so on, handle deprecated messages during the warmup of Twig, Translator, Validator, Security and all `kernel.cache_warmer` services.
Here are the point that may be improvable in this PR:
1. Actually I've "duplicate" the callable used in the `set_error_handler` of the Kernel.
IMHO I think that Kernel and CacheWarmerAggregate have differents jobs and a trait may be a good solution to share this error handler setter without duplicating the code, but I'm a little bit lost about the repercussion of adding a Trait in the Kernel.
2. I've think about extending the `CacheWarmerAggregate` into a `DeprecatedLogHandlingCacheWarmerAggregate` to add the debug and containerClass argument, and declare it as the `cache_warmer` service only in debug mode (by declaring it in the DebugBundle/Resources/config/services.xml).

SubRequest used in `InlineFragmentRendered` explicitly sets `$server['REMOTE_ADDR']` to `127.0.0.1`. Therefore, it's required to configure `127.0.0.1` address in TRUSTED_PROXIES environment variable. Without that, `Request::isFromTrustedProxy()` will return false.
The current behavior might be a little bit problematic, for instance, in case where images are rendered through subrequests. These might end-up with an incorrect schema in URL (`http` instead of `https`).

This would allow to bind by type + argument name, e.g.:
```yaml
bind:
Psr\Log\LoggerInterface $logger: @logger
```
Allows more precise targets for bindings as it will match only if both the type and the name match.
Works with scalar/array types also for consistency.

_TL;DR:_ The `RemoveEmptyControllerArgumentLocatorsPass` is the one adding the `Controller::_invoke` => `Controller` shortcut missing from the service locator. It isn't properly executed on some cases. This fixes it.
Since https://github.com/symfony/symfony/pull/26833, the resolvers are decorated by a `TraceableValueResolver`, which usually isn't much an issue to deal within passes. But the `RemoveEmptyControllerArgumentLocatorsPass` happens late (`TYPE_BEFORE_REMOVING`), when decoration inheritance is already resolved, so accessing `$controllerLocator = $container->getDefinition((string) $serviceResolver->getArgument(0));` isn't accessing the controller locator, but the decorated service instead.

Now that services are private by default, `debug:container` should display them by default.
In fact, the public/private concept should not trigger a difference in visibility for this command.
Instead, I propose to handle service ids that start with a dot as hidden services.
PR should be ready.
(For reference, I tried using a tag instead in #26891, but that doesn't work in practice when working on the implementation.)

This feature provides timings for the supports and resolve methods for each individual argument value resolver. It was already possible to see the `controller.get_arguments` timing, but it was impossible to track a possible performance issue any further without using different tools. I've explicitly added the `supports` method as well, as it might otherwise hide performance issues. The `ServiceValueResolver` for example, does a `container::has`, which in turn might trigger a factory method, which might trigger a query for example.
~~Due to the feature freeze I've already added this to 4.2. If for some reason it's okay to still merge it into 4.1, I can update the upgrade files.~~ - Changed to 4.1

Fix that ESI/SSI processing can turn a "private" response "public"

Under the condition that
* we are merging in at least one *embedded* response,
* all *embedded* responses are `public`,
* the *main* response is `private` and
* all responses use expiration-based caching (note: no `s-maxage` on the *main* response)
... the resulting response will turn to `Cache-Control: public`.
The real issue is that when all responses use expiration-based caching, a combined max age is computed. This is set on the *main* response using `Response::setSharedMaxAge()`, which implicitly sets `Cache-Control: public`.
The fix provided in this PR solves the problem by applying the same logic to the *main* response that is applied for *embedded* responses, namely that responses with `!Response::isCacheable()` will make the resulting response have `Cache-Control: private, no-cache, must-revalidate` and have `(s)max-age` removed.
This makes the change easy to understand, but makes responses uncacheable too often. This is because the `Response::isCacheable()` method was written to determine whether it is safe for a shared cache to keep the response, which is not the case as soon as a `private` response is involved. This might be improved upon in another PR.

Allow to easily ask Symfony not to set a response to private automatically

This PR is related to the many discussions going on about the latest (Symfony 3.4+) changes regarding the way Symfony handles the session. I think we're almost there now, Symfony 4.1 automatically turns responses into `private` responses once the session is started and it's all done in the `AbstractSessionListener` where the session is also saved.
In other issues/PRs (https://github.com/symfony/symfony/pull/25583, https://github.com/symfony/symfony/pull/25699, https://github.com/symfony/symfony/issues/24988) it was agreed that setting the response to `private` if the session is started is a good default for Symfony. It was also agreed that setting it to `private` does not always make sense because you **can share a response** across sessions, it just requires a more complex caching setup with shared user context etc.
So there must be an easy way to disable this behaviour. Right now it's very hard to do so because what you end up doing is basically decorating the `session_listener` which is very hard because you have to keep track on that over different Symfony versions as the base listener might get additional features etc.
The [FOSCacheBundle](https://github.com/FriendsOfSymfony/FOSHttpCacheBundle/pull/438) is already having this problem, [Contao](https://github.com/contao/core-bundle/pull/1388) has the same issue and there will be probably more. Basically everyone that wants to share a response cache across the session will have to decorate the default listener. That's just too hard, so I came up with this solution. The header is easy. Every project can add that easily. It does not require any extension, configuration or adjustment of any service. It's clean, transparent and has absolutely no impact on "default" Symfony setups.
Would be happy to have some feedback before 4.1 freeze.

The `cache:clear` command currently runs non-optional cache warmers twice or more.
It also clears + warms up just created caches (when var/cache/dev doens't exist yet, eg on 1st `composer install`.)
This PR fixes both behaviors. To run only what's needed once.

## Description
This PR introduces a new `server:dump` command available in the `VarDumper` component.
Conjointly with a new `ServerDumper` data dumper, it allows to send serialized `Data` clones to a single centralized server, in charge of dumping them on CLI output, or in an file in HTML format.
## Showcase
### HTTP calls
For instance, when working on an API and dumping something, you might end up with a mix of your response and the CLI dumped version of the data you asked:
```php
class HelloController extends AbstractController
{
/**
* @Route("/hello")
*/
public function hello(Request $request, UserInterface $user)
{
dump($request->attributes, $user);
return JsonResponse::create([
'status' => 'OK',
'message' => "Hello {$user->getUsername()}"
]);
}
}
```
<img width="732" alt="screenshot 2017-08-08 a 16 44 24" src="https://user-images.githubusercontent.com/2211145/29077731-0b2152d6-7c59-11e7-99dd-2d060a906d48.PNG">
You might even get the HTML dump version [under some conditions](https://github.com/symfony/symfony/blob/master/src/Symfony/Component/HttpKernel/DataCollector/DumpDataCollector.php#L146-L157).
Dumping to a server allows collecting dumps in a separate place:
<!--![server-dumper-http-to-cli-output](https://user-images.githubusercontent.com/2211145/29077977-8ace19ce-7c59-11e7-998e-ee9c49e67958.gif)-->

~⚠️ By swallowing the previous dumpers output, the dump data collector is not active when running the dump server. Disable swallowing if you want both.~ ➜ Dumps are still collected in the profiler thanks to f24712effc9fab1163c0053e2a0a0d5cc4f6473e
### CLI calls
The best probably is (to me) that you can also debug CLI applications...
![server-dump-cli](https://user-images.githubusercontent.com/2211145/29225951-84e29098-7ed0-11e7-8067-abaa9c50d169.gif)

...and get HTML formatted dumps:
![server-dumper-cli-to-html-output](https://user-images.githubusercontent.com/2211145/30784609-d7dc19b8-a158-11e7-9b11-88ae819cfcca.gif)
<!--![server-dump-cli-to-html](https://user-images.githubusercontent.com/2211145/29225866-2b5675e4-7ed0-11e7-98eb-339611bd94a7.gif)-->
<!--![server-dumper-cli-to-html-output](https://user-images.githubusercontent.com/2211145/29078247-17e33e5c-7c5a-11e7-94f7-47de6774e0e8.gif)-->
hence, benefit from all the features of this format (collapse, search, ...)
### HTML output at a glance
<img width="831" alt="screenshot 2017-08-11 a 19 28 25" src="https://user-images.githubusercontent.com/2211145/29225513-eae349f2-7ece-11e7-9861-8cda9e80ba7f.PNG">
The HTML output benefits from all the `HtmlDumper` features and contains extra informations about the context (sources, requests, command line, ...). It doesn't aim to replace the profiler for HTTP calls with the framework, but is really handy for CLI apps or by wiring it in your own web app, out of the framework usage.

## Usage within the framework
### Config
For instance, in your `config_dev.yml`:
```yml
#config_dev.yml
debug:
server_dump: true
```
or in your `config.yml`:
```yml
#config.yml
debug:
server_dump: '%kernel.debug%'
```
~~The configuration also allows to set a `host` option, but there is already a sensible default value (`tcp://0.0.0.0:9912`) so you don't have to deal with it.~~ Since b002175, in case you want to change the default host value used, simply use the `VAR_DUMPER_SERVER` env var.
When the server is running, all dumps are collected by the server and previous dumpers ones are "swallowed" ~~by default. If you want both to collect dumps on the server AND keep previous dumpers on regular outputs, you can disable swallowing:~~
<!--
```yml
debug:
server_dump:
swallow: false
```
-->
When the server isn't running or in case of failure to send the data clones to the server, the server dumper will delegates to the configured wrapped dumper, so dumps are displayed and collected as usual.
### Running the server
```bash
bin/console server:dump [--format=cli|html]
```
#### Options
- ~~The `output` option defaults to `null` which will display dumps on CLI. It accepts a file path in which dumps will be collected in HTML format.~~
- The `format` option allows to switch format to use. For instance, use the `html` format and redirect the output to a file in order to open it in your browser and inspect dumps in HTML format.
- ~~The default `host` value is the same as the one configured under the `debug.server_dump.host` config option, so you don't have to deal with it in most cases.~~
Since b002175, in case you want to change the default host value used, simply use the `VAR_DUMPER_SERVER` env var:
```bash
VAR_DUMPER_SERVER=0.0.0.0:9204 bin/console server:dump
```
## Manual wiring
If you want to wire it yourself in your own project or using it to inspect dumps as html before the kernel is even boot for instance:
```php
$host = 'tcp://0.0.0.0:9912'; // use null to read from the VAR_DUMPER_SERVER env var
$cloner = new VarCloner();
$dumper = new ServerDumper($host, new CliDumper());
VarDumper::setHandler(function ($var) use ($dumper, $cloner) {
$dumper->dump($cloner->cloneVar($var));
});
```
## Create your own server app
The component already provides a default server app by means of the `ServerDumpCommand`, but
you could also build your own by using the `DumpServer`:
```php
$host = 'tcp://0.0.0.0:9912'; // use null to read from the VAR_DUMPER_SERVER env var
$server = new DumpServer($host);
$server->start();
$server->listen(function (Data $data, array $context, $clientId) {
// do something
});
```

In 3.4 we added a trick to display the Welcome Page when the user browses `/` and there are no routes defined. However, when using the `website-skeleton` (which is what most newcomers use ... and they are the ones that mostly need the "Welcome Page") the premise about *"no routes are defined"* is never true and the Welcome Page is never shown (see https://github.com/symfony/symfony-docs/issues/9178 for one of the multiple error reports we've received).
So, I propose to make this change to always define the "Welcome Page" as the fallback:
* If no routes are defined for `/`, the Welcome Page is displayed.
* If there is a route defined for `/`, this code will never be executed because it's the last condition of the routing matcher.

Currently there is no way to clear a specific item from a cache pool (except programatically), the entire pool needs to be cleared.
Especially during development, when implementing caching, it is useful to delete a specific key to test functionality. Clearing the entire pool, means that everything will need to be cached again, adding unnecessary execution time.
I propose adding a new command, `cache:pool:delete` to delete a specific item from a cache pool

Fixes https://github.com/symfony/symfony/pull/25583#issuecomment-355717344 from @Tobion, and provides extra laziness for the "session" service, related to https://github.com/symfony/recipes/pull/333.

Reason for this PR is that one want to have `php-cs-fixer fix -v` command executed without changes that shall not be applied for this repo. To achieve that, we need to groom config to exclude files that violate CS willingly, fix files that are violating CS unwillingly, and deliver missing case handling at PHP CS Fixer itself (https://github.com/FriendsOfPHP/PHP-CS-Fixer/pull/3359) (already merged!).

As described in #24988 I think the current handling of the `Cache-Control` header set by the `NativeSessionStorage` causes inconsistent behaviour.
In #24988 @nicolas-grekas states that if you start a session a response should be considered to be private. I do agree with this but up until now, nobody takes care of this on `kernel.response`.
I think we must always suppress the `NativeSessionStorage` from generating any headers by default. Otherwise the `Cache-Control` header never makes it to the `Response` instance and is thus missed by `kernel.response` listeners and for example the Symfony HttpCache. So depending on whether you use Symfony's HttpCache or Varnish as a reverse proxy, caching would be handled differently. Varnish would consider the response to be private if you set the php.ini setting `session.cache_limiter` to `nocache` (which is default) because it will receive the header. HttpCache would not because the `Cache-Control` header is not present on the `Response`. That's inconsistent and may cause confusion or problems when switching proxies.

Given your controller throws an exception and a custom exception listener sets a response.

edit: raising the priority for the profiler listener fixes the exception panel also.

Following on #25201, we need to throw the same kind of sensible exception when the controller service is not found.

458d63fbb9 Throw a sensible exception when controller has been removed
This removes the exclusive lock that was introduced in #24960.
NFS File Systems do not support exclusive locking, and generates a lot
of errors every time you try to do anything with che cache.

I already experienced this issue a few times without spending time digging it:
sometimes, you call `cache:clear`, and the command quits without any output, and with 255 status code.
The reason is the `@include` in `Kernel`, which makes everything silent, especially fatal errors (thanks PHP...)
So if the to-be-removed container is broken for some fatal reason, the failure is really bad.
To fix that, here are two measures:
- use `include_once` instead of `require_once` in the dumped container: that's OK there to actually not immediately load the file, any hard failure will happen later anyway, and any soft failure will allow the `cache:clear` command to complete (like when you remove a package)
- register `Application::renderException()` as the main PHP exception handler, via `Debug::ErrorHandler` when it's available
End result when it fails:

instead of a blank output.

MockFileSessionStorage should not create any file when the session is empty. Like the native session storage, it should ignore the metadataBag to decide if the session is empty.
And to prevent AbstractTestSessionListener from registered a wrong cookie, it must have access to this empty state, which is now possible thanks to a new `Session::isEmpty()` method. Implementing is requires access to the internal storage of bags, which is possible via an internal proxy.

Because concurrent requests might still be using them,
old container files should not be removed immediately,

While playing with the changes from #25162 I noticed that setting the `SHELL_VERBOSITY` env var in `phpunit.xml.dist` did not work as the kernel was setting the variable before the logic in the `Logger` class was executed.
