Fix BitlyUrl plugin.
...
Since Bit.ly changed its API from v2 to v3, BitlyURL plugin doesn't work anymore.
This fix API version issue and also imporve a little plugin performance in removing useless code.

Pull up the guts of my fixed bit.ly plugin from an old work branch (that had made other changes we weren't happy with in the plugin management). Now works if given a global API key.

Added a Bitly URL Shortener. Unfortunately, it doesn't work, as bit.ly requires credentials to shorten URLs now, and we presently have no way to provide them.
