This PR introduces support for I18N routing into core. This is a port from a bundle I've made recently, now merged into the default implementation. While it's ok to have this as a bundle, it was suggested by @nicolas-grekas to create a PR for this so it can be included into the core.

### Route generation

Route generation is based on your request locale. When not available it falls back on a configured default. This way of route generation means you have a "route locale switcher" out of the box, but generate the current route with another locale for most cases.
## Advantages
Having i18n routes defined like this has some advantages:
* Less error prone.
* No need to keep `requirements` or `defaults` in sync with other definitions.
* No need to `{_locale}` in the path (bad for route matching performance).
* Better developer experience.
### Next steps
I've ported all the things the bundle supported, before moving on I'd like to discuss this first in order not to waste our collective time. This initial PR should give a clear enough picture to see what/how/why this is done.
If and when accepted I/we can move forward to implement the XML loader and @nicolas-grekas mentioned there should be a `Configurator` implemented for this as well. He opted to help with this (for which I'm very thankful).

In 3.4 we added a trick to display the Welcome Page when the user browses `/` and there are no routes defined. However, when using the `website-skeleton` (which is what most newcomers use ... and they are the ones that mostly need the "Welcome Page") the premise about *"no routes are defined"* is never true and the Welcome Page is never shown (see https://github.com/symfony/symfony-docs/issues/9178 for one of the multiple error reports we've received).
So, I propose to make this change to always define the "Welcome Page" as the fallback:
* If no routes are defined for `/`, the Welcome Page is displayed.
* If there is a route defined for `/`, this code will never be executed because it's the last condition of the routing matcher.

`UrlMatcher::match($pathinfo)` applies `rawurldecode()` to the `$pathinfo` before trying to match it against the routes.
If the URL contains a percent-encoded trailing newline (like in `/foo%0a`), the default PHP PCRE will still consider `#^/foo$#` a match, as the `$` metacharacter will also match *immediately before* the final character *if it is a newline*. This behavior can be changed by applying the [`PCRE_DOLLAR_ENDONLY` modifier](http://php.net/manual/en/reference.pcre.pattern.modifiers.php).
Without this change, URLs with trailing `%0a` lead to weird notices further down the road, for example when the `RedirectableUrlMatcher` or its equivalent in `PhpMatcherDumper` kick in, look at the last character (this time actually the newline), append a `/` and try to redirect to the resulting URL. Ultimately, PHP will complain with `Warning: Header may not contain more than a single header, new line detected` when sending the `Location` header.

If we add a PHP DSL for DI config (#23834), we must have a similar one for routing. Here it is. See fixtures.
So, you always start with a `RoutingConfigurator $routes`, which allows you to:

When an `XmlFileLoader` encounters an unknown tag it throws an exception with message like `Unknown tag "foo" used in file "bar". Expected "default", "requirement" or "option".`. TL;DR: I've optimised the PhpMatcherDumper output for a <del>60x</del> 4.4x performance improvement on a collection of ~800 routes by inducing cyclomatic complexity.
[EDIT] The 60x performance boost was only visible when profiling with blackfire, which is quite possibly a result of the cost of profiling playing a part. After doing some more profiling the realistic benefit of the optimisation is more likely to be in the ranges is 1.3x to 4.4x.
After the previous optimisation I began looking at how the PrefixCollection was adding its performance boost. I spotted another way to do this, which has the same theory behind it (excluding groups based on prefixes). The current implementation only groups when one prefix resides in the other. In this new implementation I've created a way to detect common prefixes, which allows for much more efficient grouping. Every time a route is added to the group it'll either merge into an existing group, merge into a new group with a route that has a common prefix, or merge into a new group with an existing group that has a common prefix.
However, when a parameter is present grouping must only be done AFTER that route, this case is accounted for. In all other cases, where there's no collision routes can be grouped freely because if a group was matched other groups wouldn't have matched.
After all the groups are created the groups are optimised. Groups with fewer than 3 children are inlined into the parent group. This is because a group with 2 children would potentially result in 3 prefix checks while if they are inlines it's 2 checks.
Like with the previous optimisation I've profiled this using blackfire. But the match function didn't show up anymore. I've added `usleep` calls in the dumped matcher during profiling, which made it show up again. I've verified with @simensen that this is because the wall time of the function was too small for it to be of any interest. When it DID get detected, because of more tasks running, it would show up with around 250 nanoseconds. In comparison, the previous speed improvement brought the wall time down from 7ms to ~2.5ms on a set of ~800 routes.
Because of the altered grouping behaviour I've not modified the PrefixCollection but I've created a new StaticPrefixCollection and updated the PhpMatcherDumper to use that instead.

Currently the [`@Route`][1] annotation can be set on the class (for global parameters only). This PR allows you to define the full route annotation for _single_ controllers on the class.

* The class cannot contain other methods with `@Route` annotation (otherwise, this works as before: used for global parameters).
* <del>The class `@Route` must have the `name` option defined (otherwise, the route is ignored).</del> This one is auto-generated if `null`.
* The class must be invokable: [`__invoke()` method][2] (otherwise, the route is ignored).
Btw, this PR fix the inconsistency with other route definitions (xml, yml) where the `_controller` parameter points to the class name only (i.e. without method).

While playing around with Symfony in a PHP 7.1 application I noticed a warning in how EnvParameterResoure uses unserialize. Since PHP 7.0 introduced the options argument which allows to restrict which classes can be unserialized for better security, it might make sense to use it here. As far as I can tell this is no BC break, it only provides an additional safety mechanism.

This PR adds unicode support to route matching and generation by automatically adding the `u` modifier to regexps that use either unicode characters or unicode enabled character classes (e.g. `\p...` `\x{...}` `\X`).
As a side note, if one wants to match a single unicode character (vs a single byte), one should use `\PM` or `\X` instead of `.` *or* set the `unicode` parameter to true.
