Setting the `Date` header in the `Response` constructor has been removed in #14912 and changed to a more lazy approach in `getDate()`.
That way, methods like `getAge()`, `getTtl()` or `isFresh()` cause side effects as they eventually call `getDate()` and the Request "starts to age" once you call them.
I don't know if this would be a nice test, but current behaviour is

$response = new Response();
$response->setSharedMaxAge(10);
sleep(20);
$this->assertTrue($response->isFresh());
sleep(5);
$this->assertTrue($response->isFresh());
sleep(5);
$this->assertFalse($response->isFresh());
```
A particular weird case is the `isCacheable()` method, because it calls `isFresh()` only under certain conditions, like particular status codes, no `ETag` present etc. This symptom is also described under "Cause of the problem" in #19390, however the problem is worked around there in other ways.
So, this PR suggests to effectively revert #14912.
Additionally, I'd like to suggest to move this special handling of the `Date` header into the `ResponseHeaderBag`. If the `ResponseHeaderBag` guards that we always have the `Date`, we would not need special logic in `sendHeaders()` and could also take care of https://github.com/symfony/symfony/pull/14912#issuecomment-110105215.

Commit 0216e05605 removed the opening of connection to memcached server on call to `open()`, because it's assumed that connection is already opened. However, `close()` still closes the connection. As a result no more read/write calls can be made if session got closed, as the connection does not get reestablished.
Basically MemcacheSessionHandler should follow same logic as Memcache**d**SessionHandler, which is exactly what this MR acomplishes.

It's really hard to change methods signature because of bc. I'm proposing to deprecate extending some getters/setters of `Response` because of this (and because extending them is not really useful).
If you like this approach it could be used in other places to simplify bc in 4.0.
Edit: This causes issues (warnings always triggered) when mocking `Response` entirely but does it matter as people should only mock needed methods?

When adding custom headers to your proxy (in our particular case, a `X-Base-Url` header, but it could be anything), it is necessary to be able to tell whether the request came from a trusted proxy or not. Unfortunately, currently the `isFromTrustedProxy()` method is private, which means you'll need to subclass `Request` and add your own *differently named* method just to be able to access this information.
This functionality is pretty straightforward, and I don't see a reason to keep this method private so this a trivial pull request to make it public (and it adds a comment so it'll show up in the API docs with proper documentation).

This is a followup to https://github.com/symfony/symfony/pull/17150#issuecomment-174509954
[RFC2616](http://www.w3.org/Protocols/rfc2616/rfc2616-sec10.html) specifies the Content-Range header SHOULD be included with a *416 Requested Range Not Satisfiable* response:
> When this status code is returned for a byte-range request, the response SHOULD include a Content-Range entity-header field specifying the current length of the selected resource (see section 14.16). This response MUST NOT use the multipart/byteranges content- type.
[RFC 7233](https://tools.ietf.org/html/rfc7233#section-4.2) specifies what should be the header's value. It's in the "Request for comments" state, but it's the best definition I could find. This value is valid according to rfc2616 as well.

Its currently a awkward to use Serializer component to send a `JsonResponse`.
I have tried two approaches
1. use `Serializer::normalize` and `JsonResponse`
1. use `Serializer::serialize` and a plain `Response`, and set the `content-type`
In either cases there is need for a custom `json` function so as not to repeat yourself and there are disadvantages.
1. In the first case you are only partly using `Serializer` and any custom `Encoder` would be skipped
1. In the second you are not making use of `JsonResponse`, particular disadvantage if you want to support JSONP.
This new `json` method uses the serializer component is enabled it is used to generate the json data, and falls back to normal `JsonResponse` when its not.

This PR creates a new method in ``Request`` to allow to get all the mime types associated to a format.
This is useful in the case of a format negotiator which needs to convert a list of format to a list of mime types (see [the ``FormatNegotiator`` of the ``FOSRestBundle``](https://github.com/FriendsOfSymfony/FOSRestBundle/blob/master/Negotiation/FormatNegotiator.php#L126))

This PR fixes an error when regenerating session IDs for non-active sessions.
Right now, the session is flagged as _started_, no matter if the session ID was successfully regenerated or not, making the storage [unable to _start the session_](6393ec3169/src/Symfony/Component/HttpFoundation/Session/Storage/NativeSessionStorage.php (L130-L132)) later on.
This also fixes a future error with PHP 7, which throws an error if a regeneration is attempted for non-active sessions.

The only risk of doing this is if someone called `getDate()` and the date header was not present, the date might be slightly different than the one sent with the headers.
`getDate()` could also set the date header first time it's requested (do a lazy initialisation).

When the script filename is just /index.php, dirname() returns '/' for it. In Request::prepareBaseUrl() we append '/' to it (as introduced in #13039), which is wrong in this scenario as the resulting string is '//'.
When we rtrim('/') the output of dirname() then '/' would be constructed in this case, and in all other cases it makes no difference as dirname() already trims the right forward slash if there are path segments.
The test-cases should clarify the exact scenario.

Apache rewrite module renames client request
header (`HTTP_`) by prepending `REDIRECT_` to
it. http basic authentication and http digest
authentication are properly processed in
REDIRECT_ form, while bearer is processed in
HTTP_ form, but dropped in REDIRECT_ form.
