While blogging about [Improved Financial Constraints in Symfony 4.3](https://symfony.com/blog/new-in-symfony-4-3-improved-financial-constraints) I found this resource that mentions some exceptions when validating BIC + IBAN: https://wiki.xmldation.com/index.php?title=Support/EPC/IBAN_%26_BIC_relation
I don't know if that resource is fully reliable ... but I checked it in the official "European Banking Resources" website (https://www.ecbs.org/iban/) and most of it matches, so I think we can safely make this change.

A BIC comes usually with an IBAN so it's better to check that they are associated. This PR provides an `iban` option to `Symfony\Component\Validator\Constraints\Bic` to check the BIC against an IBAN.
It also provides an `ibanPropertyPath` to retrieves the IBAN using the property accessor like with comparison constraints.

`\Symfony\Component\Validator\Constraints\FileValidator` provides absolute path to file on server when user, per example, uploads empty file, too large file, of wrong mime type, etc...
Absolute path to file on server does not have value to the end user, on top of that, exposing it can be a security issue - end user should not be aware of server filesystem.
Basename of file, however, has value (per example: MyAwesomeSheet.xlsx, MyCV.doc, etc..) - if something is wrong with file upload (size, mime, etc...).
If basename is exposed, we can construct messages like: "Your file 'MyCV.doc' is not allowed for upload due to....whatever"...
This PR provides basename of file so end user of `\Symfony\Component\Validator\Constraints\FileValidator` can construct error messages of higher value for end user.

Check the BIC country code against the list from Intl component instead of a simple check alphabetical test.
This PR uses the Intl component which is not part of the required dependencies of the Validator component (https://github.com/symfony/validator/blob/master/composer.json): `symfony/intl` is only required for dev. So I'm making a PR against master because it may break existing code.
But `CountryValidator` does the same so it may not be an issue after all.

The binaryFormat option of the constraint is not taken into account if the maxsize limit is defined by the php configuration files.
This patch correct this inconsistent behavior.
If the binaryOption is not set, the unit of measurement used remains in binary because it’s the unit used in php configuration files.

Refactoring tests.
Currently we only support a very loose validation. There is now a
standard HTML5 element with matching regex. This will add the ability
to set a `mode` on the email validator. The mode will change the
validation that is applied to the field as a whole.
These modes are:
* loose: The pattern from previous Symfony versions (default)
* strict: Strictly matching the RFC
* html5: The regex used for the HTML5 Element

Using a colon in a tag doesn't look like yaml and causes trouble (see https://github.com/symfony/symfony/pull/22878), so I propose to just deprecate these tags in favor of more consistent tags.

This change allows to still cache constraints even when an uncachable constraint (i.e. Callback)
is added to a parent class at runtime.
This is achived by caching only the constraints that are loaded for the class in question only
and merging parent and interface constraints after reading from cache.

When using egulias/email-validator ~1.2, we make a strict check of the email, which means that emails with RFC warnings will fail validation.
Currently with egulias/email-validator ~2.0, emails with warnings are considerate valids.
This pull request make EmailValidator with egulias/email-validator ~2.0 behave as with egulias/email-validator ~1.2.

To see what I've changed just look at the last commit. The other two are just refactoring without any effect.
GroupSequenceProviderInterface seems to be the recommended solution for conditional validators (like when some properties should be required only if other property has a certain value). And it's a good solution honestly. Except for the fact that it's completely useless when I want to get validation violations for all groups at once and not just violations for the first group that caused any violations.

To be honest I never found a use case for this step-by-step behavior. When user fills a form I want to show him all errors at once not just some subset.
It's surprisingly easy to fix this. With just one changed line in RecursiveContextualValidator it's perfectly solveable:

We ran into an issue where the URL validator wasn't validating URL that we got from a legitimate (intranet) URL. Afaict from skimming RFCs the URL `http://myhost123/` is valid, however the current regular expression doesn't accept the last part of a hostname (in this case the entire hostname is the last part as there are no periods in the host).
I've fixed this by adding the numbers unicode character property to the regular expression, I'm not sure but symbol characters (`\pS`) might need to be added to the group as well.

I think it's good to reset the internal pointer of the options array if we depend on `key($options)`. I've added tests to clarify we intentionally check for the first key.
